ReArch Construction is pleased to welcome Steve DeVries and Shawn Williams to our growing team. Their experience in project management and estimating strengthens our ability to deliver high-quality projects and exceptional value for our clients.
Steve DeVries, Project Manager

Steve leads projects from pre-construction through closeout, ensuring they are delivered on time, within budget, and in alignment with quality standards and project documentation. He works closely with superintendents, owners, design teams, and subcontractors to align goals, manage risk, and drive successful outcomes.
With more than 15 years of construction management experience, Steve previously worked with U.S. Citizenship & Immigration Services (USCIS), overseeing more than 30 projects nationwide ranging from 5,000 to 85,000 square feet. His experience spans the full project lifecycle, including design and construction oversight, bid analysis, and move coordination.
Steve holds a B.S. in Civil Engineering and a Master of Engineering from the University of Michigan.
Shawn Williams, Estimating Coordinator

Estimating Coordinator
As Estimating Coordinator, Shawn supports the estimating team through proposal procurement, bid documentation, project setup, and contract preparation. He also assists with take-offs, buyouts, and coordination, while maintaining strong subcontractor relationships.
Shawn brings experience across estimating, project management, and operations. Prior to ReArch, he generated more than $6 million in new revenue as an estimator and later founded Concept Custom Homes, leading business development, estimating, and project management. His background also includes operations leadership and construction inspection.
Shawn holds a Bachelor of Science from the University of Idaho and is currently pursuing an MBA in Construction Management.
